Retreat Summary
The group planned
five sessions for the coming year: "Increasing
Prices and Decreasing Availability: Food Issues in the
Chicago Area," The Effects of Welfare Reform and
What Came After," "Assessing Progress of the
Plan for Transformation," "The New Presidential
Administration: How Will it Address Poverty?" and
"The State of Working America: A Coversation with
Jared Bernstein." Alison Janus completed her service
as co-chair, and Jim Lewis was welcomed as new co-chair
to work with continuing co-chair Amy Rynell.

that, if signed into law by the Governor, would have

of color. It also evaluates the Governor and legislators
on their responses to these initiatives.

Reform Extension Act of 2005

The Congressional Budget Office released the report
about a House bill that extends existing welfare laws.
CBO estimates that the bill will increase direct spending
by $83 million in 2005 and by $237 million over the
2005-2015 period.

services in three metropolitan areas, including Chicago.

Struggling Families
Nationwide, one-third of all families
live with under $35,000 a year. The Coalition on Human
Needs compiled Census data into a state-by-state table
of families with incomes under $35,000.

Job changes are an important part of the process by
which workers escape or enter low-wage status, according
to this report from the National Poverty Center at the
University of Michigan.
Declining
Employment Among Young Black Less-Educated Men

The National Poverty Center at the University of Michigan
reports that the decline in employment of young black
men can be attributed to high incarceration rates and
enforcement of child support policies.

sucessful marriages and cohabitation are linked to higher
income levels and low unemployment.

A report from The Joyce Foundation on welfare to work
finds that former recipients are going to work in record
